Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are waged: positive announcements are released from different nations. Significant resources is allocated on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from enemy soil, a ability provided through current data. From witness perspectives, defense planes that had been deployed to intercept incoming aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through partner states. Every deployment shakes the surroundings, rattling buildings. The instant of fear quickly gives way to sober acceptance: maybe the hostile projectile won't hit its mark this time, sparing the city from devastation and another blackout.
Persistent Threats
Soon after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it maintained course toward its destination.
With pauses, this carried on until dawn. Kyiv faced the morning news: several casualties, devastation and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a dependence that regional partners are evidently unprepared to substitute in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This trend will, undoubtedly, continue.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington operates on a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is unfeasible to force Russia to abandon the territory that it currently occupies in Ukraine's south or east.
The challenge is that while accepting these circumstances, US leadership does nothing to deter Moscow, through statements or actions, from thinking that the situation will not evolve additionally in its favour in the coming year.
Divergent Views
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but avoiding a entire defensive failure until situations evolve in its favour.
Existing Situation
Objectively, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not switch to domestic problems. And although their mission will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a only one week to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all did their job.
While new plans based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
